The Office of Fossil Energy gives notice of receipt of an Application filed March 3, 2015, by Sandcastle Petroleum Gas & Energy, LLC (Sandcastle), seeking blanket authorization to export domestically produced liquefied natural gas (LNG) up to the equivalent of 38.4 billion cubic feet of natural gas to Free Trade Agreement (FTA) countries.  Authorization is for a 2-year period commencing on the date the authorization is issued. Sandcastle proposes to transport LNG from various LNG production plants by truck in ISO containers to one or more export points or terminals in the United States or its territories, capable of exporting LNG.  At the export ports or terminals, the ISO containers will either be loaded onto ocean transport vessels and delivered to the end users of the LNG in ISO containers, or the LNG contained within the ISO containers, after transported by truck to an export port or terminal, may be unloaded to ocean transport LNG carriers for transport overseas via the LNG carriers.  A federal register notice will not be issued.
