David W. Swindle, Jr. - EMAB Board Member

David W. Swindle is currently the Executive Vice President, URS Corporation, Federal Services. As Executive Vice President, Mr. Swindle is responsible for Federal Service’s Mission Assurance functions for health, safety and the environment, and performance management, and serves as Federal Service’s executive for coordinating international operations and new international business development. The Federal Services business, which exceeds $2B in revenue annually, provides systems engineering and technical assistance to the Department of Defense; Department of Homeland Security; NASA, other US/International Governments, as well as providing maintenance and repairs of vehicles, aircraft and other military equipment to extend their service life. Federal Services also provides logistics support and installations management and trains military pilots along with being a leader in contracts that eliminate nuclear, chemical and biological weapons around the world.

Prior to joining Federal Services (formerly EG&G) in January 2009, Mr. Swindle spent time as an independent Defense & Energy services consultant specializing in strategic planning, management systems, and business operations for government and commercial clients. Before starting his consulting practice in September 2008, Mr. Swindle was President, IAP Worldwide Services, Inc., a privately held $1B+/annum facility management, logistics, contingency and disaster response technical services firm, with over 5500 employees and operations in more than 27 countries.

Mr. Swindle’s previous experience includes serving as Vice President, Business Acquisition and National Security Programs, for KBR’s Government and Infrastructure Division; this division included KBR Americas, Asia-Pacific, Europe-Africa, and the Middle East, which had combined revenues that exceeded $10 Billion. Mr. Swindle led a team of over 80 business development and proposals specialists, and communications and government relations professionals located world-wide, that developed and provided construction services and program management, site operations and facility management, special projects and engineering services, for Federal, State and Local Governments, and selected commercial international clients. Prior to joining KBR, he was Vice President & Assistant General Manager for EG&G’s Engineering and Technology Services (ETS) Division.

Mr. Swindle has over 30 years of direct experience with program management including P&L responsibilities for defense, aerospace, national and homeland security, intelligence, contingency operations, logistics and nuclear industries. He has worked extensively in the Middle East over the past 20 years in international disarmament/nuclear safeguards and treaty verification for the International Atomic Energy Agency and the United Nations, and in contingency operations supporting the US, UK and NATO military commands.

In September 2006, Mr. Swindle was appointed by the Secretary of the Army to the Army Science Board and was reappointed in March 2010 for an additional three year term. He recently led the Science Board’s strategic assessment of the Army’s Installation Management Command (IMCOM), and IMCOM requirements through 2025. Mr. Swindle has also served as a senior technical advisor to the Department of Defense’s Assistant to the Secretary of Defense; Nuclear, Chemical and Biological Defense Programs, and as an advisor to the Assistant Deputy Undersecretary of Defense for Special Capabilities on Measurements and Signals Intelligence applications. He chaired the Critical Infrastructure Protection Strategy Review Group for the Office of Homeland Security’s Senior Director for Preparedness and Prevention, and served as the Senior Technical Advisor to the Office of Homeland Security/National Security Council’s Select Review Group for Radiological Dispersion Device/Improvised Nuclear Device Preparedness. Mr. Swindle is a member of the Board of Directors of the Professional Services Council, which represents the majority of Federal Contractors supporting US Government services business. He is also a member of the Board of Directors for the Nevada Test Site Historical Foundation and MVM Inc.

Mr. Swindle is a registered Professional Engineer in seven states. He has a B. S. in Engineering Science from Tennessee Technological University, a Masters Degree in Nuclear Engineering from Virginia Polytechnic Institute and State University, and an M.B.A. in Industrial Management from the University of Tennessee, Knoxville, and has over 100 technical publications to his credit.

Mr. Swindle was appointed to EMAB as a special Government employee in order to provide expert advice on large project planning and management.
