On December 2, 2015, Secretary Moniz and Deputy Secretary Sherwood-Randall signed their Personal Commitment to Excellence in Health and Safety. The memorandum was used to develop a poster that is being displayed throughout DOE facilities in Forrestal and Germantown. Electronic copy of the poster was provided to the DOE Integrated Safety Management (ISM) Champions for display in DOE facilities across the DOE complex. It is a powerful message that reconfirms the Department’s commitment to Integrated Safety Management. The Integrated Safety Management System provides the overarching framework to safely plan, execute, and monitor mission activities. The Office of Health and Safety (EHSS-10) is the Office of Primary Interest for the ISM directives. A DOE-wide Working Group (WG) has been formed to share lessons learned on implementation of the ISM. The WG is serving as the analysis and writing team for the revision of the ISM set of directives (policy, order, and guide). The Justification Memorandum (JM) was approved by the Directive Review Board and the focus of the revision to the ISM directives is to institutionalize the important aspects of what we have learned using ISM as the framework for safety. This includes capturing lessons-learned from conducting a large number of safety culture activities to ensure that we do not lose the momentum that we have gained or negatively impact the progress that we have made to date. Utilizing a DOE-wide WG supports outcomes that can be used across multiple programs and sites.
