Headquarters Facilities Master Security Plan - Chapter 3, Personnel Security

This chapter addresses the HQ Personnel Security Program. The process to acquire a security clearance is explained. This process must be completed before an employee or contractor can be granted access to classified information. The applicant for a security clearance must provide his/her personal background information through a secure electronic database known as eQIP. Pertinent aspects of using the eQIP database are explained here. This chapter also covers common personnel security actions such as verifying a person’s continuing need for a security clearance, reinvestigating cleared personnel on a recurring basis, and passing security clearance information between governmental agencies. The Office of HQ Personnel Security Operations (EHSS-43) maintains the procedures described in this chapter.
