Performance Objective:

This assessment provides a basis for evaluating the safety effectiveness of the contractor’s confined or enclosed spaces procedure, and for establishing compliance with DOE and OSHA requirements.  Specifically, this assessment is to verify the information and findings of the BN Management Self Assessment Report on "Confined Space", ES&H-MSA-03-13, dated December 31, 2003.

Criteria:

  • Practices and procedures are in place to protect employees in general industry from the hazards of entry into permit-required confined spaces.  29 CFR 1910.146 (a)
  • Each employee is instructed in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate hazards or other exposure to illness of injury.  29 CFR 1926.21(b)(2)
  • Requirements for issuing a confined or enclosed workspace permit, which may be issued in conjunction with a hazardous work permit, are documented with all the measures certifying acceptable entry conditions. 
  • Facility personnel are utilizing this procedure to ensure their safety while working in confined or enclosed spaces.
