Donald R. Rack

Don Rack has nearly 30 years' experience in the nuclear industry in both nuclear facility operations and oversight. He served for over 8 years in the U.S. Navy specializing in reactor plant operation, control system maintenance, and radiological controls. Mr. Rack has worked for the Department of Energy (DOE) since 1992 beginning at Rocky Flats before transitioning to the DOE-Environmental Management Office of Operational Safety in 2005. At Rocky Flats, he qualified as a DOE Facility Representative in Buildings 371 and 374, Lead Assessor, and in the area of Technical Training in the DOE Technical Qualification Program. Mr. Rack served as the DOE Review Team Lead and developed the Safety Evaluation Reports for the Building 771/774, 371/374, and 559 Decommissioning Basis for Operations (DBIO) documents. He also led the DOE Implementation Validation Review Teams for each of the 3 DBIOs. Mr. Rack led or participated in numerous Operational Readiness Reviews (ORR) and Readiness Assessments at Rocky Flats and performed numerous formal assessments of contractor activities including conduct of operations, work planning and control (WP&C), fire protection/combustible controls, operator training and qualification, Technical Safety Requirement implementation, and radiological controls. 

Since transitioning to the Office of Operational Safety, Mr. Rack has provided daily oversight of nuclear facility operations and either led or participated in numerous EM-HQ assessments of DOE Field Office oversight and/or contractor safety management program implementation across the EM Complex. Mr. Rack also evaluated the readiness of contractors to perform American Recovery and Reinvestment Act operations at 6 projects. Mr. Rack participated in the development of DOE Order 422.1, Conduct of Operations, as the EM-HQ Conduct of Operations Subject Matter Expert (SME). Mr. Rack also participated in the development of the EM Work Planning and Control Guidelines, the URS Corporate Work Planning and Control Standard, and the Energy Facilities Contractor Group Work Planning and Control Program Guideline Document as an EM-HQ WP&C SME. In addition to supporting the Office of Operational Safety, Mr. Rack led the Richland Field Office Integrated Safety Management System (ISMS) Phase II review of the River Corridor Contractor, led the Office of River Protection (ORP) Tank Farm Documented Safety Analysis Implementation Validation Review, participated in the ORP Tank Farm Contractor ISMS review as the WP&C sub-team lead, participated in the Oak Ridge Field Office's URS/CH2M Oak Ridge ISMS Phase II review as the WP&C sub-team lead, and served as the Conduct of Operations SME during the Portsmouth and Paducah site DUF6 ORRs.
