When Energy Service Companies (ESCOs) were pre-qualified to provide performance contracting services to owners, the final selection process establishes how owners can conduct a second phase of the competitive procurement process to select one ESCO. ESCO pre-qualification established a list of ESCOs that have sufficient capabilities to provide the full scope of ESCO services (auditing, project implementation, financing coordination, guarantee, follow-up measurement and verification, etc.).  

Each owner participating in the program will use a final ESCO selection process to select a specific ESCO to implement a performance contracting project at the owner’s facilities. This final ESCO selection process focuses on selecting an ESCO with particular capabilities or experience to meet the needs of the specific project. The process can easily be customized to add more rigor or to increase the flexibility, but it must meet procurement requirements of the owner.
