The answers to these frequently asked questions will help applicants for the DuraMat Consortium call for proposals.

  • All EMN programs to date have had a specific fraction of funds allocated for National Lab Management. Does DOE envision a similar requirement for DuraMat?
    • There is no specific requirement for the allocation of a specific fraction of funds for National Lab management.  Any support required for the operation of the consortium should be included as part of the total proposed budget.
  • Is there flexibility about how funds flow to external partners?
    • Yes, there is flexibility in determining the funding mechanism for external projects and partners.  The funding mechanism proposed should allow for the efficient integration of external projects and partners.
  • After DOE's initial approval of the award, as future funding decisions are made for allocation of funds for internal or external projects, are there any constraints or approval that will be required by DOE beyond participation of the DOE representative on the Advisory Board?
    • The participation of DOE on the advisory board will allow for guidance on selection and continuation of both internal and external projects.  Additionally, flow through provisions regarding the use of Federal funds under the selected laboratory’s Management and Operating contract as well as Federal procurement law will also apply to the subcontracts and external awards.  These requirements will not be in addition to requirements for subcontracts or external awards regularly administered by a lab.  Additionally, the continuation of the EMN center into subsequent budget periods will be contingent on the availability of funds and DOE’s determination of sufficient progress towards milestones and goals.
  • Are any of the funding opportunities open to international applicants? If not, are you aware of any corporations/businesses that would consider the collaboration?
    • The call for proposals is not open to international applicants.  However, the awarded consortium would be allowed to consider and justify collaborations with international institutions and businesses.
  • For the 10 page proposal due June 17th, do references count against the 10 pages?
    • Literature references will not count against the 10 page limit for the proposal and can be included on subsequent pages.
