The U.S. Department of Energy's (DOE) Oak Ridge National Laboratory performs annual assessments of the realization rate of energy and cost savings from DOE's energy savings performance contract (ESPC) program and publishes the findings in annual performance reports. These documents are based on the information reported by energy service companies carrying out ESPC projects at federal sites.

For fiscal year 2021, the DOE IDIQ ESPC program found the following results:

  • Projects reported achieving 110.0% of the guaranteed cost savings
  • ESPC contractors guaranteed 92.6% of the estimated cost savings
  • Projects reported achieving 101.8% of the estimated cost savings.
