The U.S. Department of Energy’s (DOE) Federal Energy Management Program (FEMP) presents its latest e-Training core course, Realizing the Potential of Underutilized ECMs in ESPCs.

This course provides experienced energy savings performance contract (ESPC) practitioners with insight into gaining additional savings from ESPC projects. Course modules focus on four specific energy conservation measures (ECMs)—demand response, cogeneration/CHP, irrigation efficiency improvements, and retro-commissioning—that are underutilized in federal ESPCs because of common implementation barriers, such as savings-flow uncertainty or unevenness, baselining difficulties, and M&V process ambiguities.

By completing this course, students will be able to:

  • Evaluate an energy service company’s capabilities, experience, and willingness to enter into a partnership on under-utilized ECMs 
  • Recognize the characteristics of commonly misconceived barriers and outline proven solutions 
  • Apply customized measurement and verification methods to ensure successful performance and manage uncertainty and risk 
  • Include underutilized ECMs that have significant savings potential in an ESPC project.

The instructor for this seminar is Phil Coleman, research analyst and program manager in the Sustainable Federal Operations Group at Lawrence Berkeley National Laboratory. Coleman is also a technical advisor to FEMP’s ESPC program and focuses on utility rates and measurement and verification of savings.

After completing a course evaluation and multiple-choice assessment, participants will receive a certificate of completion and be eligible for continuing education units. 

FEMP training courses are designed for federal energy and facility managers but are open to all individuals through the FEMP Training Catalog. Courses are hosted in partnership with the National Institute of Building Sciences’ Whole Building Design Guide.
