On April 3, 2013, the U.S. Department of Energy (DOE) issued a request for information (RFI) to solicit input on further potential improvements to energy savings performance contracts (ESPCs), with emphasis on improvements to DOE's Federal Energy Management Program's indefinite delivery indefinite quantity (IDIQ) contracts. The comment period ended May 17, 2013. Commenters submitted ideas and information in the following areas:

  • Speed to award
  • ESPC IDIQ contract improvements
  • Increasing the certainty of energy savings persistence
  • Approaches to encourage innovative or underutilized energy-efficiency and renewable energy technologies
  • Potential improvements to the FEMP streamlined ENABLE program for smaller facilities.

DOE received 51 responses with more than 200 pages and 600 comments on these topics. The responses will inform and influence FEMP ESPC program, policy, and contracts now and in the future.
