Project level data is only required for grantees with programmatic extensions; grantees with financing extensions will submit the reporting form. Additionally, the BBNIS will be disabled starting January 4, 2014. EERE's Project Management Center (PMC) website is the new system for submitting all files, except ARRA reports. XML files are no longer accepted.

Instructions for Using the Project Management Center (PMC) Website

Grantees are now required to use the EERE Project Management Center (PMC) website to submit quarterly program reports. The PMC is the new system for submitting all files, except ARRA reports*.

*FederalReporting.gov – only for EECBG (ARRA) grantees; no changes from prior quarters – Recovery Act Reports Due April 10. The Recovery Act Reporting Forms can be found at FederalReporting.gov. See Grantee Handbook Section 6.1 for additional guidance.

Reporting Instructions for Uploading Reports

A. DOE Quarterly Progress Report
Quarterly Progress Report Form 1 (MS Word)

For EECBG grantees, this form is the same as what was used in prior quarters. For SEP Awardees, the template includes a request to explicitly report on the status of developing and validating a method to determine cost-effectiveness of the retrofits and the overall project.

For Quarterly Progress Report Form 1, submit the following:

  1. Project Objective / Background
    • note any significant changes to project objectives or scope
  2. Work planned for this quarter
    • Copied over from prior quarter's report 'work planned for next quarter'
  3. Significant accomplishments this quarter
    • Briefly describe, and significance or reason it is important
  4. Status
    • Describe work accomplished and any problems or issues related to a task or the project schedule encountered
  5. Plans for next quarter
    • Briefly describe planned accomplishments for next quarter
  6. Patents, Publications, Presentations, Travel
    • List as appropriate

Please note that this progress report form has been updated from Q4 2010 to correct the spend plan tab functionality. Please be sure to use the current version of the form.

For Quarterly Progress Report Form 2, fill out the following tabs in the spreadsheet:

  1. Major Tasks
    • Update significant accomplishments during the quarter and plans for next quarter
    • Update progress toward each task (% complete, progress notes)
  2. Spend Summary (424A)
    • Update project expenditures by cost category (quarterly and cumulative)
      note: cost share is $0 for all fields
  3. Spend Plan
    • Update Actual Spending for Q4 2010 (B. Federal Share Updated Actuals and Plan)
    • Cumulative Federal Share is updated automatically
  4. Project Partners
    • List subrecipients and project partners (e.g., partners providing leveraged funds)

 

Energy Usage Data (Voluntary Submissions)

Better Buildings Neighborhood Program grant recipients may still voluntarily submit monthly electricity and natural gas (if applicable) usage histories for building retrofit projects that are reported under the grant. Grantees were sent a letter on September 28, 2011 with instructions for reporting this energy usage data (you can share this document with utilities). Please see the Supplemental Instructions for Utility Bill Reporting (PDF) (you may share this document as needed). Grantees may use this file format example (MS Excel) to report energy usage data for one or multiple projects, but are not required to use this format.

Energy usage data files should be submitted via email to Dale Hoffmeyer (dale.hoffmeyer@ee.doe.gov ).
