*Please note: Grantees should note that there are several reporting changes which are detailed on this Web page. Project level data is only required for grantees with programmatic extensions; grantees with financing extensions will submit the reporting form. Additionally, the BBNIS will be disabled starting January 4, 2014. EERE's Project Management Center (PMC) website is the new system for submitting all files, except ARRA reports. XML files are no longer accepted.

Instructions for Using the Project Management Center (PMC) Website
Grantees are now required to use the EERE Project Management Center (PMC) website to submit quarterly program reports. The PMC is the new system for submitting all files, except ARRA reports*.
*FederalReporting.gov – only for EECBG (ARRA) grantees; no changes from prior quarters – Recovery Act Reports Due April 10. The Recovery Act Reporting Forms can be found at FederalReporting.gov. See Grantee Handbook Section 6.1 for additional guidance.
Reporting Instructions for Uploading Reports
A. DOE Quarterly Progress Report
Quarterly Progress Report Form 1 (MS Word) | For EECBG grantees, this form is the same as what was used in prior quarters. For SEP Awardees, the template includes a request to explicitly report on the status of developing and validating a method to determine cost-effectiveness of the retrofits and the overall project. Energy Usage Data (Voluntary Submissions)
Better Buildings Neighborhood Program grant recipients may still voluntarily submit monthly electricity and natural gas (if applicable) usage histories for building retrofit projects that are reported under the grant. Grantees were sent a letter on September 28, 2011 with instructions for reporting this energy usage data (you can share this document with utilities). Please see the Supplemental Instructions for Utility Bill Reporting (PDF) (you may share this document as needed). Grantees may use this file format example (MS Excel) to report energy usage data for one or multiple projects, but are not required to use this format.
