The Office of Environmental Management (EM) recognizes that leadership enhancement is vital to the program and commits to the development and strengthening of leadership skills for all employees throughout their careers. EM’s Leadership Excellence Program (LEP) is a competency-based program designed to develop future leaders and enhance SES leadership skills. EM’s LEP is a roadmap to senior leadership in the organization.
Every EM employee is a potential leader, whether he or she chooses to become a manager or elects to focus on excellence in a technical or functional role. The LEP is designed to develop team leaders, project leaders, supervisors, managers, and senior executives. The LEP does not replace the technical and functional development of employees. Rather, the LEP, in conjunction with these areas of development, produces the best qualified leadership.
The LEP’s three-tier approach encompasses EM’s entire workforce for the employees’ professional careers.
- Tier 3: Enhance the leadership competencies of SESs
- Tier 2: Provide learning opportunities to Emerging Leaders (EJ/EK; GS-14/15)
- Tier 1: Provide learning opportunities to Potential Leaders (GS-13 and below)
EM’s LEP provides the employee the opportunity to establish an Individual Development Plan (IDP; for non-SESs) or Executive Excellence Plan (EEP; for SESs) which outlines career development opportunities. To aid the employee in establishing their IDP/EEP, EM has developed a LEP Catalog. The LEP Catalog consists of suggested classroom courses, online courses, and readings the employee may choose from in establishing their career development plan.

This web-based catalog has been developed to aid the employee in developing their IDP or EEP. The catalog is organized by tier, with each tier consisting of five sections....classroom courses, online courses, webinars, development programs and readings. EM's Development Program for New Managers/Supervisors
This development program provides new managers and supervisors with 80 hours of developmental activities during the first two years they are in a leadership position. The program meets OPM, DOE and EM requirements. This program includes Core Development Activities and electives.
Executive Excellence Plan (EEP)
Every SES is to develop an EEP, which is meant to serve as the blueprint for all short- and long-term enhancement opportunities. The EEP is to be signed by the executive and their supervisor. The EEP should be updated annually and discussed during performance reviews, or as needed. [The EEP is mandatory for EM SES employees]
Individual Development Plan (IDP)
Every employee (non-SES) is encouraged to develop an IDP which outlines career development opportunities. The IDP is to be signed by the employee and their supervisor and should be discussed as part of each performance review, or as needed. The IDP should be updated annually to reflect progress made against goals.
