Carrie Noonan received her BSEE degree from California State University, Fresno, and her MBA degree from the University of Colorado, Boulder in international marketing and finance and her law degree from the University of Denver, Sturm College of Law, with an emphasis on Energy Law. Following three years at Pacific Gas and Electric (PG&E), where she worked in the Energy Conservation group, Carrie moved to Hewlett Packard (HP) where she worked as an account manager for HP’s Computer Systems and Telecom groups, both in Colorado and in Grenoble, France.

After 18 years with HP, and a law degree, Carrie joined the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE) as a technical project officer in the Energy Efficiency and Conservation Block Grant (EECBG) program and is now a TPO for the Emerging Technologies group in the Building Technologies Office. Carrie was a TPO for the Emerging Technologies group in the Building Technologies Office and is now a TPO in the Water Power Technologies Office. She is a member of the Colorado Bar Association and a certified PMP and CEM. Carrie enjoys her pro bono work in mediation for Jeffco Country Mediation services.
