April Stephenson, CPA - Director of the Office of Financial Risk, Policy, and Controls
Ms. April G. Stephenson has been the Director of the Office of Financial Risk, Policy, and Controls in the office of the Chief Financial Officer of the Department of Energy since July 2011. The CFO office is responsible for the Department's $26 billion budget and financial infrastructure. Ms. Stephenson is responsible for a range of financial duties such as maintaining the accounting and financial policies; executing the internal controls program including an internal review function; performing financial risk analysis; executing the audit follow-up program with the GAO and DOE Inspector General; and performing cost analysis of contractor employee benefit plans.
Prior to joining the Department of Energy, Ms. Stephenson had 24 years with the Department of Defense. Ms. Stephenson was the Director of the Defense Contract Audit Agency, the largest audit agency in the Federal government, where she was responsible for completing over 30,000 audits covering $500 billion in contract costs on an annual basis. Ms. Stephenson started her federal career with DCAA as an auditor trainee in the San Francisco bay area in 1987. As she progressed throughout her career, Ms. Stephenson held a variety of positions at DCAA including Branch Manager, Regional Director, Deputy Director, culminating with Director in 2008. After leaving DCAA, Ms. Stephenson was the Director of the Office of Audit Readiness at the Defense Finance and Accounting Service, responsible for leading the effort for audited financial statements for a significant portion of the Department's financial operations.
Ms. Stephenson holds a Bachelor of Science degree in Accounting from California State University at Chico and a Master of Science degree in Administration from Central Michigan University. Ms. Stephenson is a licensed Certified Public Accountant in the state of North Carolina. Ms. Stephenson has received numerous awards throughout her career including the DCAA Distinguished Service Award, the highest award provided by the Agency.
