Alison Doone is the Department of Energy's (DOE) Deputy Chief Financial Officer (CFO). Ms. Doone joined the Department of Energy as the Deputy Chief Financial Officer (DCFO) in January 2013. Ms. Doone previously served as the General Services Administration's (GSA) Chief Financial Officer (CFO) managing GSA's $9.8 billion budget and financial operations since 2010. Previously, Ms. Doone worked for the Internal Revenue Service (IRS) as both the CFO and DCFO for over five years. She has also served as the Deputy Assistant Administrator with the Drug Enforcement Administration and has held key leadership positions in various federal agencies.
Penny Mefford has over 20 years of experience in leadership positions for the Federal Government. Prior to joining DOE in June 2013, she worked for the General Services Administration as the Director of the Office of Financial Management Systems (OFMS). While there, she was the Executive in charge of acquiring, developing, and operating all financial, payroll, and travel systems for the agency and its more than 40 external client agencies, boards, and commissions. In the OFMS, Ms.
Christopher S. Johns has been at the Department of Energy for three years, serving as the Director for the Office of Budget since early 2011 and as the Deputy Director for Budget Operations for a year prior to that.
Dr. Shawn Wang joined the OCFO on October 20, 2014, as the Director of the Office of Corporate Information Systems. Shawn has nearly 30 years experience in the Information Technology (IT) industry and has extensive qualifications in project management, IT management, revenue and financial management.
Director, Office of Financial Risk, Policy and Controls (CF-50)
Nancy Anne Baugher joined the OCFO on July 28, 2014 as the Director of the Office of Financial Risk, Policy, and Controls.
Prior to coming to the OCFO, Nancy Anne was the Director of Internal Controls and Management Systems at NASA where she was responsible for the development, implementation, and monitoring of NASA internal controls across 10 NASA field centers and 37 NASA headquarters offices; the development and management of NASA agency-wide policies; and coordination of GAO, IG, and other external audits for NASA. She has extensive Federal financial management experience and broad financial management experience at the University of Maryland and other government and corporate organizations. Nancy Anne has a Master of Science degree in Management and a Bachelor of Science degree in Technology & Management and a wide range of certifications: Certified Public Accountant, Certified Global Financial Manager, Certified Federal Grants Manager, Certified Federal Performance Manager, and Certified Government Financial Manager.
